The move follows concerns that by taking patients on board ambulances might inadvertently accept a duty of care. “Obviously this would not be desireable or practical,” a HSE spokesman said.

“In future only ambulance staff should ride in ambulances,” the spokesman continued. “Members of the public should not be allowed on in any circumstances – and certainly not if they are ill or in the case of emergencies.”

The spokesman criticised renegade ambulance drivers who brought patients to hospitals as “inconsiderate, immature and irresponsible”.

The spokesman said the HSE was considering the possibility that ambulance staff might be allowed to direct members of the public to hospitals. “This is under review,” he said.
